(k) The provision and maintenance by the occupier, at the expense of the occupier of such meters or devices as may be required to measure the volume or flow rate of any tradewaste being discharged from the premises, and for the testing of such meters; (l) The provision and maintenance, at the occupier’s expense, of such services, (whether electricity, water or compressed air or otherwise), which may be required, in order to operate meters and similar devices; (m) The provision by the occupier to the Council of flow and/or volume records and results of analyses; (n) The implementation of an approved Discharge Management Plan, Environmental Management Plan or Emergency Management Plan. 9 Duration 9.1 Consents may be granted for a term of up to 5 years. 9.2 In considering the duration of a consent, the Council may consider: (a) The nature of the trade activity, or the process design and/or management of the premises such that the occupier has a demonstrated ability to comply with the conditions of the consent during its term; and (b) The use of cleaner production techniques; and (c) Any investment in cleaner production equipment or techniques; and (d) Any investment in pre-treatment facilities; and (e) Any Discharge Management Plan, Environmental Management Plan or Emergency Management Plan. 10 Technical Review and Variation 10.1 If any new information or change in circumstances becomes known to the Council at any time during the term of a consent, the Council may, by written notice to the consent holder and following a reasonable period of consultation with the consent holder review that consent and vary any condition of the consent. 10.2 The holder of a consent may, at any time during the term of the consent, seek to vary any condition of that consent by written application to the Council in accordance with clause 5.1(c) of this Bylaw. 10.3 For the purposes of the consultation in clause 10.1, the Council may also consult with the owner of the Trade Premises. 11 Flow Metering 11.1 Flow metering is required: (a) On any discharge when there is not a reasonable relationship between a metered water supply to the premises, and the discharge; and/or (b) When the occupier and the Council cannot agree on a suitable method of flow estimation.
