an alternative system would not be until 2018 at the earliest, if at all. The main purpose of any change would be to increase our levels of material diversion and subsequent recycling without losing any quality in the product. Investigate options for expanding direct access to recycling services – a number of our settlements do not have direct access to a transfer station or kerbside collection service for recycling. This means journeys ranging from 20km to 60km round trips to bring the recycling material to Blenheim. A Rural Community Recycling (RCR) trial was held during 2014 and the findings of this shared with Council. A recommendation to roll this service out as a permanent feature to the settlements of Renwick, Grovetown, Spring Creek, Rapaura, Tua Marina and Rarangi will be included in the Draft 2015-2025 Long Term Plan. Investigate options for Public Place Recycling Schemes (PPRS) – the introduction of recycling in a public place is as much about behaviour change as it is about diverting material from landfill. Successful systems engage the public and add to the visual amenity of the locale. The purpose of introducing such a system would be to enhance the recycling culture of the region. Options will be explored with the community and Council based on practicality, impact on visual amenity and cost. Investigate options for expanding the processing of greenwaste into compost – the site at Wither Road will revert to a throughput location with effect from 1 January 2016. This means that the public will drop their greenwaste as normal but the material will be taken to another location to be processed into compost. This will reduce any adverse impact on the amenity of residents. Compost products will still be available for resale through the bunkers at the site. This change in operational practise will provide additional capacity for more greenwaste to be collected. This collection service will be provided by the private sector and be subject to a user pays charge. 5. Proposed methods for achieving effective and efficient waste management and minimisation The waste assessment has identified a number of options for minimising the waste going to landfill in subsequent years.
