1.6 Stakeholders The plan is available as a reference for both councillors and the public. The plan provides information on the Council stewardship othe ater assets on behalf of the community. It outlines the past performance and capacity of the assets and the future demands. The plan should be an important reference for current and future Councillors and community decision makers. The plan is a prime planning reference document for managers and engineers within the Assets & Services Department and operators of the system. It provides a systematic plan for the continued maintenance, upgrading and operation of the water assets in order to meet the declared objectives of the Council. It will be a source of information to the Council corporate planners and Treasury, Building Control and Resource Consent staff. It is of interest to the District Health Board and the NZ Fire Service as major watchdogs in the quality and performance of the service. Civil defence and engineering lifeline utilities have a significant interest in the current status and future of the water supply. Businesses and particularly viticulture, agriculture and the food processing industry are stakeholders with an important vested interest in the quantity, quality, reliability and price of the water supply. Environmental and ecological groups have a significant interest in the abstraction and management of water resources. As do the local iwi who have deep cultural association with the aquatic environment. 1.7 Organisational Structure The water supply function is part of the Assets and Services Department of Marlborough District Council. The capital programme is managed by the Planning and Development Engineer and the day-to-day running of the system by the Operations and Maintenance Engineer. The structure of the department is shown in Figure 2. The department has its own Finance and Information Manager to supervise the budget and liaise with the Corporate Finance Department.
