2.7.6 Affordability Perhaps the most important challenge to be faced in the achievement of the levels of service is the question of affordability. As noted in Section 2.3 there is often a conflict between the desired, or imposed, levels of service and the ability of the community to pay for them. Meeting the requirements of the DWSNZ and the firefighting code of practice are causing significant affordability issues for the district.
