A detailed breakdown of the capital programme budget for the period 2015 -18 is shown in Appendix 3 – Capital Budget 2015-18. 5.2 Funding Strategy Local authorities are obliged to take certain matters in to consideration when determining how the water activity is funded: • Contribution to the achievement of Community Outcomes. • Beneficiaries of the activity. • The period over which the benefit will be achieved. • The extent to which individuals contribute to the need for expenditure. • The costs/benefits of funding water activities relative to other Council activities. • The impact of the cost on the activity on the wellbeing of the community. This Activity contributes to the Community Outcomes of Environment by sustainably sourcing water from aquifers and waterways. Economy by providing cost effective treated water that permits commercial activities to thrive. Living by providing an adequate supply of healthy drinking water for communities. The beneficiaries of the water supply systems are identified in the Revenue and Financing Policy in the following way “Ratepayers who are connected to the water schemes are creating the need for the Council to undertake work relating to the availability of potable water. It is considered appropriate for these people to fund the work through targeted rates. Developers who are adding to the demands placed on schemes which require the Council to undertake new capital; works related to growth will contribute to these costs.” Page 74
