compared to the ability to recharge the groundwater. In practice it would appear that only a small proportion of the permitted total is used each year. A more effective method of allocating and controlling the resource is required for the future and the process is the subject of a formal review from the Council planning department. The renewal of the Hardings Road resource consent will help to secure the future supplies to the Riverlands Industrial Estate and the Cloudy Bay Business Park. The ability to supply further commercial demand in Picton, Renwick and Havelock is less certain. Industrial and commercial water usage can also be managed through the resource consent process. Major changes to land use or site activity normally involve an application for resource consent. Applications are vetted by staff of the Asset & Services department for their water requirement and the capacity of the source and network to provide the anticipated demand. It is likely that industries with significant water demand from the reticulation could not be accommodated in Picton, Havelock and Renwick. Modelling of the Blenheim reticulation has demonstrated that pipework to the industrial zone to the east of the CBD will need upgrading to meet firefighting demand and this would need to be considered for any further industrial growth in this area. The industrial zones at Cloudy Bay Business Park (CBBP) and Riverlands Industrial Estate (RIE) are fed from bores at Malthouse Lane (P28w/1678. Resource consent (U090179) and Hardings Road (P28w/1147 & 1148 Resource consent U130670). The Hardings Road bores and much of the infrastructure on the CBBP was purchased from the Primary Producers Cooperative Society (who had previously operated a large meat processing facility) in 2002. Abstraction rates from the bores supplying the industrial areas are within the consent limits but demand is expected to grow as grape processing expands in the area. Two reservoirs on the estates are able to balance the instantaneous demand from the estates.
