Sports and Recreation There are also responsibilities to sustain Opportunities for natural and physical participation resources and manage the environment. 1.3 Legislative Requirements Local Government Amendment Act (LGA) 2002 The LGA 2002 requires MDC to prepare and adopt a long-term (10 year) financial strategy which is reviewed triennially, taking into account asset creation, realisation and loss of asset service potential. MDC must identify the assets required to meet levels of service conducive to community outcomes now and for future generations and how this asset provision will be provided. MDC must clearly identify significant forecasting assumptions and risks underlying financial estimates. Water and Sanitary Services Assessment, LGA 2002: The provision of public toilets and cemetery services are covered in the 2005 Water and Sanitary Services Assessment and results and recommendations are incorporated into this plan. Resource Management Act, 1991 The Act requires MDC to: • Sustain the potential of natural and physical resources to meet the reasonable foreseeable needs of future generations. • To avoid, remedy or mitigate any adverse effect on the environment. • To take into account the principles of the Treaty of Waitangi in exercising functions and powers under the Act relating to the use, development and protection of natural and physical resources.
