Rates Movements 2018-28 Indicative Impact on Benchmark Properties Council uses Benchmark Properties in different geographic areas to illustrate the effect of its rating proposals. The rating effect on individual properties varies because movements in general-type rates do not impact uniformly on Council’s geographic rating areas.
