Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.6.10.3 Level of Service Traffic Services are installed and maintained to the specifications of the NZTA Manual of Traffic Signs and Markings (MOTSAM). Road and Traffic Standards produced by the NZTA give guidelines to Road Controlling Authorities on appropriate delineation standards (RTS 5). The council roads generally comply with the required standards and a programme of upgrading sites is implemented on a priority basis as funding permits. The list of proposed improvement sites is included in the SMS, the list is produced based on information from various sources including, crash data, public and police complaints, local knowledge from Marlborough Roads, the network consultant and contractor. The list is reviewed on a 6 monthly basis. Improvements have generally been funded out of the ‘Minor Safety funding allocation. A RISA (Road Infrastructure Safety Assessment) audit undertaken in Dec 2010 recommended a review of the council’s standards for road delineation, edge lines, edge marker posts etc., taking account of road hierarchy, to improve consistency across the network. This review is on-going and is being undertaken into account in conjunction with the preparation of the list of improvements sites. Section 3 of this AMP discusses customer Levels of Service. The detailed list of technical performance measures are listed in theMarlborough Roads Safety Management System Maulna. In order to meet the appropriate level of service Performance Measures are set in the NOC 01 (Network Outcome Contract) contract specifications. To optimise the performance of Traffic Services, a means of measuring the effectiveness is required. However the cost of undertaking regular condition rating surveys is prohibitive on an asset that rarely reaches the end of its expected life. Signs The condition of road signs is monitored formally by regular inspections by the Maintenance Contractor and informally by customers (based on appearance or absence). Guardrails There is no condition rating system in place for guardrails. Irregular inspections are made by the Maintenance Contractor on other routine inspections and are maintained or replaced generally due to accident or other damage. Sight Rails There is no condition rating system in place for sight rails. The Maintenance Contractor undertakes ad-hoc inspections, based on appearance, in conjunction with other work where sight rails are within the vicinity or the work site or in conjunction with other specified maintenance inspections. Traffic Islands There is no formal condition rating system in place for Traffic Islands. Traffic Islands are expected to last the life of the roadway pavement it is on and will be expected to be replaced on renewal of the pavement. Edge Marker Posts/Hazard Markers There is no condition rating system in place for edge marker posts. Routine inspections are undertaken on edge marker posts and these are cleaned or replaced if required. Raised Reflectorised Pavement Markers Annual night-time surveys are undertaken by the Maintenance Contractor to identify RRPM’s requiring maintenance and renewal, and the work undertaken soon after the inspections. Painted Markings There is no condition rating system in place for road markings but the maintenance contractor is required to meet the required level of service (refer SMS 82) at all times. This requirement is generally met through and annual remark programme and additional re-marking of ‘high demand’ areas as required i.e. high wear areas like intersections.
