Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.6.4.2.9 ‘Off-RAMM’ Bridges ‘Off-RAMM’ bridges are situated on legal road reserve but are not within a length of council-maintained road. In many instances these structures access one property and are not generally accessible by the public. In the past bridges such as these have been either removed or the legal responsibility assigned to the adjacent landowner or primary bridge user. However some cannot be disposed of in this way and there are currently 9 ‘off-RAMM’ structures identified within the network which require continued maintenance by Council. Several of these bridges are approaching the end of their useful lives and there will be a need for Council to renew or dispose of these assets in the near future. 1.6.4.2.10 Footbridges Footbridges vary from redundant former vehicle bridges, to clip-on bridges attached to vehicle bridges, to separate standalone bridges linking two roads. Pedestrian loading demands are minimal compared to vehicles and consequently expected maintenance activities are very low in respect of both physical work and funding requirements. This asset is a relatively small component of Council’s total roading assets and is included in this section as distinct to other parks and reserves bridges because a number of the structures are former road bridges, or are attached to road bridges, and/or provide a key link within the road transport network. Inspections are undertaken concurrently with road bridge inspections and there are currently no component replacement or renewal expenditure predicted for the near future. 1.6.4.2.11 Renewals A policy of bridge replacements is required to ensure the safe operation of all bridges in the network while maintaining the appropriate level of service for each site. With regard to the discussions on bridge condition above, the current issues with a replacement policy are: Reducing the number of timber structures nearing end of life; Reducing or maintaining the current quantity of speed or weight restricted bridges; Recognising that a number of structures are uneconomic (i.e. will not qualify for subsidised assistance) and will require separate and detailed consideration by Council in order to ensure public safety.
