Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY ‘the benefit customers receive from a service less the cost paid for that service’, and that customers will generally be satisfied with the value they receive as long as the benefits they receive outweigh the costs they have to pay for a service. This is the Benefit/Cost method used by the funding agency for funding assistance – it should be noted that some benefits or costs are not dollar related but are social or environmental values. The following Community Outcomes are identified by Council: Roading objectives are described in the Community Outcomes as providing good transport infrastructure to meet current and future needs sustainably. To assist to achieving these outcomes the key performance measures have been developed around; i. Safety – A safe network for all roading asset users must be provided where crashes are minimised. The Marlborough Roads Safety Management System provides guidance towards this goal and is discussed in the section on Safety. ii. Efficiency and Growth – The roading network must enable economic growth and the development of roading assets to keep track with development trends and requirements. This aspect is discussed further in the section on Future Demand. iii. Quality – A quality roading network providing easy and pleasant travel for all classes of road users should be provided. Assets will be of an acceptable condition and will comply with relevant standards prescribed for assets and the network.
