Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY Develop asset inventory and management systems that enable systematic analysis and performance management, Advance asset management practice toward best practice, Support clear communication and enable an informed community to balance aspirations for service against cost. Considering the improved confidence of the data and the processes used in developing this latest AMP’s strategies, this AMP has moved from a Core level to an Intermediate level. There is further work required over the life of this plan to develop it to the Advanced level as defined in the International Infrastructure Management Manual. This is discussed further in Section 2.8. 1.2.6 Relationship with Other Planning Documents This Activity Management Plan aligns to and provides supporting information to the following Marlborough District Council documents: Regional Policy Statement Council’s Long Term Plan 2012 – 2022 Council’s Annual Plan Regional Land Transport Plan Regional Land Transport Strategy Council’s published Growth Strategies Safety Management System Council’s Bylaws Speed Limit Bylaw 2014 Marlborough Sounds and Wairau Awatere Resource Management Plans Code of Practice for Subdivision & Land Development (adapted 2008) Economic Development Strategy Report Walking & Cycling Strategy Blenheim CBD Streetscape Design Brief 1.2.7 Key Stakeholders Which services are provided depend on the levels of service determined by the community, when considered in conjunction with the available funding, the priorities as determined by consultation, and a number of statutory and legislative requirements that Council must meet. Key stakeholders in this Activity Management Plan are: Marlborough ratepayers; New Zealand taxpayers who fund subsidy for some activities, Customers including visitors and tourists to the region. Marlborough District Council ratepayers and visitors are the direct users of the district’s network. They include commercial and private road users, users of footpaths and cycle-ways, etc. Other parties with an interest in the management of Marlborough District Council road assets include: Marlborough District Council staff and customer services groups, etc, Staff from Marlborough Roads (the NZTA management agency), Consultants and contractors; the agencies that deliver the services, New Zealand Transport Agency with interests in property and side road access onto state highways and subsidy funding for some activities, Ministry of Transport in respect of Central Government direction and instruction, Police in respect of enforcement and safety initiatives, Road Transport Association and Heavy Haulage industry, as significant road users, Automobile Association representing members interests, Business community representing members’ interests, Federated Farmers with specific interest in access and off-farm transport opportunities.
