Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.6.14.3.5 Life Cycle Management Due to the challenging marine environment, the useful life of a jetty structure cannot be estimated with the same level of certainty as bridge structures. Jetty structures generally require frequent repair from storm and boat collision damage, also frequent component replacement to address deterioration. The lesser used jetty stock is generally in marginal condition. Due to the short life of non-structural components there is always a handful of items requiring rejuvenation. Table 6.14.3 outlines component life used for managing the jetty asset. It is not anticipated that disposal of any part of the jetty asset will be required during the period of this AMP update. 1.6.14.4 Issues and Risks After the challenging physical environment and the associated serviceability issues, the most significant issues with the jetty stock is the balance between fitness for purpose and user expectations. 1.6.14.4.1 Maintenance Deferral While there has long been an active process of inspection and damage repair, the process of component replacement has been delayed well towards the end of useful life of many of the lighter jetties. The result is that all the available resource is used to hold the condition of the larger commercial jetties, while the low use assets such as Homewood only receive reactive repairs after reported damage. While the minimum standards for safety and fitness for purpose are met by this strategy, users may not share this view. 1.6.14.4.2 Demand / Growth The demand placed on the jetties is likely to remain steady with a base load of local commuters and tourist operators supplemented by seasonal visitors. Growth is likely to be balanced with the increases in rural subdivision (with the implied addition seasonal boat usage) being offset by the rising costs associated with boat ownership and usage.
