Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY programme of rehabilitating between 2 and 3km per year was started in 2005/6 and the final section RS 27.0 to 28.0, known as the Staircase is proposed for completion in 16/17. A request of $1.15m for 2016/17 is for the Staircase section of Northbank Rd and $600k per year thereafter has been submitted to continue the rehabilitation programme on other roads subject to Forestry Extraction over the next 10yrs, as follows: Port Underwood Rd Croisilles – French Pass Rd Kenepuru (602) Waihopai Valley Rd Wakamarina Rd Taylor Pass Rd Kaiuma Bay Rd Note that Council may also apply for funding for these works from the ‘R2’ funding (regional fuel tax) category. 1.6.1.10 Cost / Financial / FWP The estimated cost of ‘Sealed Pavement Maintenance’ activities and the financial FWP, at the end of this section, are based on current contract lumps sums escalated to 2014 dollars. Current lump sums for reseals are considered to be reasonable when compared with adjacent authorities however the rates for pavement rehabilitation are significantly lower than adjacent authorities. Most proposed new AC is urban high volume roads which are significantly wider than the ‘average’ width. The current forward works programme of resurfacing and pavement rehab is held in the NOMAD module of RAMM. A hard copy of the first 3 yrs of this programme is forwarded to the MDC Utilities Manager by the 01 st Sep each year for cross referencing with known utilities projects. 1.6.1.10.1 Benchmarking, Comparison to similar South Island Authorities Marlborough’s expenditure on pavement maintenance is comparable to other similar sized, (and similar rural/urban split of roads) authorities in the South Island considering specific network conditions such as the Sounds roads being subject to heavy erosion issues, southern areas being flat and on highly drained gravels, etc. When the various climatic, geological, and maintenance philospohies are taken into account, the Marlborough pavement maintenance costs would appear to be competitive with other authorities. 30 September 2014 Page 47 of Section 1
