Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.8.3.2 Regional Policy Statement The Regional Policy Statement (RPS) identifies the broad overall parameters for development and resource management in the region, and includes provisions in relation to transport. 1.8.3.3 Wairau/Awatere Resource Management Plan The Wairau/Awatere Resource Management Plan (WARMP) encompasses the Wairau and Awatere River catchments, the smaller catchments to the south of the Awatere and out to the 12 mile coastal limit. 1.8.3.4 Marlborough Sounds Resource Management Plan The Marlborough Sounds Resource Management Plan (MSRMP) has jurisdiction over all land and water whose catchments drain into the Marlborough Sounds including Okiwi Bay, D’Urville Island and Port Underwood. This jurisdiction extends out to the 12 mile coastal limit. 1.8.3.5 Land Transport Management Act 2003 Section 3(1) of the Land Transport Management Act (LTMA) identifies The purpose of this Act is to contribute to the aim of achieving an [affordable,] integrated, safe, responsive, and sustainable land transport system. 1.8.3.6 Regional Land Transport Strategy The Marlborough Regional Land Transport Strategy (RLTS) contains a number of objectives and strategies for achieving those objectives. 1.8.3.7 Government Policy Statement Section 87 of the LTMA addresses the Government Policy Statement (GPS) and its content. Section 87(1)(a)(ii) identifies that the GPS is required to contributes to each of the following: A. assisting economic development: B. assisting safety and personal security: C. improving access and mobility: D. protecting and promoting public health: E. ensuring environmental sustainability; and 1.8.3.8 Local Government Act 2002 The Local Government Act 2002 (LGA ‘02) requires certain documents to be prepared by the local authority. While these documents are not regulatory documents as such, they do provide an indication of future issues for the community, and the resolution of these can include environmental issues that need to be addressed. 1.8.3.9 Long Term Plan The 2012-22 Long Term Plan (LTP) outlines the sixteen community outcomes that describe the sort of community that Marlborough aspires to be. Those of relevance to the roading network are identified in Section 3 of this AMP. There is also a detailed discussion on the LTP contained within Section 2 of this AMP. 1.8.3.10 Annual Plan The 2014-15 Annual Plan identifies that in relation to the land transport system, the Council is providing a network at a level of service that exceeds service expectations and has prudent financial management. The Council outcome sought in relation to land transport is that Marlborough’s land transport system is integrated, safe, responsive and sustainable. 1.8.3.11 Local Government Act 1974 While largely repealed, the majority of Part 21 of the Local Government Act 1974 (LGA ‘74) is still in force, and this Part relates to roading. 30 September 2014 Page 152 of Section 1
