Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.4 FUTURE DEMAND 1.4.1 Introduction The purpose of this section is to identify key demand factors for Roading Assets and to suggest their effect on the future management of Roading Assets. The roading network provides access and connectivity within, into and out of the District, as well as linking together other modes of transportation. Demand can be broadly divided into four types: Change in levels of service (i.e. improvements to existing assets or addition of subcomponents) Change in loads or usage of the network Change in modal travel Change in network length arising from the creation or acquisition of new assets such as through subdivisions. Key Issues Facing Marlborough District Council The key issues in demand forecasts for the Marlborough District Council are in the following areas: 1. Demographic/Population Trends 2. Other Factors 1.4.2 Background Marlborough District Council is located in the north eastern corner of the South Island and has a total land area of 12,484 km.2 The Council is a Unitary Authority whose area of responsibility and administration extends from the sub- alpine environs of the Upper Awatere and Wairau Valleys to the extremities of the Marlborough Sounds and includes D’Urville Island. The roading asset is distributed throughout this area.
