Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.13.4.4 Other Asset Components All other assets represent only 5% of the road asset value in total. Pavement Markings have a relatively short expected life, which is typically less than 1 year. Typically road markings are re-painted once per year and are in good condition. The maintenance contract manages these as a lump sum item with a performance specification so the risk to Council is very low that the asset will not meet the required condition. It is not considered that any further performance monitoring is required. Traffic Signs are generally in good condition as they rarely reach the end of their expected life due to accidental damage and vandalism. There is currently no replacement programme for these signs as it is expected that most will eventually get replaced due to the conditions above. Faded or damaged signs failing standards are identified in the various safety inspections undertaken by the Maintenance contractor. Considering these issues it is not considered that any further performance monitoring is required. Traffic Islands are generally in good condition with 43% of the islands having a condition rating in the RAMM inventory. The balance of the traffic islands can be assessed for condition in conjunction with the next kerb and channel condition assessment survey. This will then have Traffic Islands assessed on a three yearly basis. Street Lights are assessed for condition by the relevant contractor on the following programme; Street Light Lanterns operating monthly, Shear bases six monthly, Steel poles and steel components six monthly, School Crossing Facilities six monthly, Pedestrian Crossings six monthly. 1.13.5 Activity Performance Monitoring 1.13.5.1 Street Cleaning Street Cleaning is a high profile activity that continues to receive intense scrutiny from the public. Council recognises this activity is important to the community. The street cleaning activity predominantly relates to CBD cleaning with the main consumer groups the general public, business owners and retailers. Other affected consumers include cyclists and pedestrians particularly in relation to clean up of broken glass in urban streets. Monthly customer satisfaction surveys are undertaken by the Maintenance Contractor. 1.13.6 Management Systems Monitoring 1.13.6.1 Management and Financial Systems A series of audits and reviews are undertaken at intervals on the management systems of Council’s agent, Marlborough Roads, and the physical works maintenance contractor. These include financial and administration audits of internal systems to ensure compliance with the various contract requirements. It is Council’s expectation that all management systems will be satisfactorily complying. Financial reviews include updating the Transport Investment On-line for % Expenditure against budgets and % Renewals against plan. The detailed list of operational systems to be managed is listed in the Marlborough Roads Safety Management System Manual. 1.13.6.2 Procurement Council reports on procurement annually in its Transport Investment On-line achievement reporting. 1.13.6.3 Safety Section 7 discusses safety aspects of the road network and their relation to the delivery of this Activity Management Plan.
