Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.7 SAFETY 1.7.1 Introduction Earlier sections of this Plan introduced the Marlborough Roads Safety Management System (SMS) which sets out the vision, policies, standards and performance measures for all parties and stakeholders delivering road safety to the Marlborough community. The SMS embraces both Local Roads and State Highways. The vision and policy sections of SMS are to be reviewed to accommodate the ongoing development of government road safety policies Safer Journeys has a mission to better recognise and minimise the consequences of human error. Key pillars such as “Safer Roads and Roadsides” and “Safer Speeds” will influence the policy emphasis in the SMS along with priorities and practices on the network Figure 7.1.1: The Safe System One Network Road Classification seeks to provide motorists with a national network which best meets expectations around function, safety, travel times etc. A consistent standard across each national classification will provide the motorist with greater predictability and minimise risk. This may have implications for cost where design standards and presence of traffic services are increased. 1.7.2 Regional Road Safety Record in National Context NZTA publishes “Communities at Risk Register” which evaluates community safety performance in key areas of current national identified in the Safer Journeys Strategy. The register examines the comparative fatal and serious crash record of the total network (State Highways and Local Roads) in each of the 73 TLA areas. There are fourteen ’key areas’ which are aggregated into three ‘strategic’ groups based on current policy emphasis. The following two tables summarise this data and rank the Marlborough performance.
