Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.6.16 Miscellaneous Activities 1.6.16.1 Physical Description The Marlborough road network commits expenditure to the provision of various non-specific assets the network. At this time the following asset is identified; Level Crossing Mtce Stock effluent dump site at the Riverlands sale yards. 1.6.16.2 Age and Current Condition There are 35 rail crossing in Marlborough. The age and condition of each crossing is the same as the age and condition of the adjacent road pavement and surfacing. The stock effluent dump site includes the concrete well structure, the dump grid, the electrical circuits, the plumbing and the service supplies. The approach pavements are not part of the unit. The current dump site is less than 10 years old and in good condition. The unit gets heavy usage by stock transport trucks moving to and from the inter-island ferry services and is used to reduce the environmental hazard of cattle waste being spread on the roads. 1.6.16.3 Level of Service The level of service expected for the level crossing is the same as the adjacent road pavement and surface. The current level of service calls for the unit to be available whenever the stock yards are open (normally 24 hours per day). The day to day control of the unit is undertaken by the stockyard manager. Requests for repair are made by the site staff to the road maintenance contractor. The unit needs to be available at all hours and there is really no facility to reduce its operating hours. Council encourages its use and maintenance costs are limited to electrical power costs, minor repairs, and pump out costs which are paid for by State Highway operations as this is where the greatest benefit is accrued. 1.6.16.4 Demand / Growth There is unlikely to be any increase in the expected level of service for rail crossing and it is extremely unlikely the number of crossing will increase. No adjustment in size or layout has been identified for the stock effluent dump unit and there is no plan to install further units in Marlborough. The unit has operated through the periods where large numbers of cattle were moved across the Cook Strait and should be of sufficient size and capacity to cope with all foreseeable future demands. 1.6.16.5 Life Cycle Management The cyclic management for rail crossing is similar to the adjacent road surface. The asset is deemed to be the concrete well structure, the dump grid, the electrical circuits, the plumbing and the service supplies. The unit requires regular cleaning and occasional repairs to pumps and water taps. This is programmed on a seasonal demand basis. When the unit requires pavement repairs this is managed as part of the road network. 1.6.16.6 Cost / Financial / FWP The costs related to the routine repair and maintenance of the unit falls to the State Highway on the basis that this is where the benefit of the protection is accrued. The renewal costs for portions of the infrastructure and for structural repairs fall into this AMP but may be the subject of cost sharing consultation with users and those who benefit most.
