Table 13.6.3 Safety Level of Service These targets are monitored and reported on annually. 1.13.6.4 Environmental Environmental performance is monitored and reported monthly under the NOC contract performance measures. 1.13.7 Physical Works Monitoring There are a series of physical works contracts let as discussed in Section 10, Delivery and Procurement. The major physical works contract is the maintenance contract for Marlborough. This is a performance based contract and have a series of performance measures that the Contractor must meet as part of the lump sum they are paid to manage the network. At the strategic level the Contractor must develop, implement, and manage systems and procedures that: Ensures all performance criteria are met, Demonstrate physical works compliance including implementing appropriate corrective actions, Complete all work required to maintain the network asset condition within the lump sum contract price. In addition the Contractor must work with Marlborough Roads, as Council’s agent, in a consultative partnership to achieve the project objectives. This relationship recognises specific strengths of each partner and enables these to be used to optimise outcomes in terms of specific contract provisions and result in a synergy with the aim of achieving the best network performance possible. The Network Contractor as part of their contract is required to: Be responsible for developing the full 10 Year Programme (TYP), Collate and report against performance measures, Promote any improvement projects through the annual plan process, Optimise the network condition, using whole of life treatments. An Independent Auditor is engaged to audit the compliance systems. The Contractor is required to have an internal auditor, independent of the Contractors operational team, who is responsible for undertaking a periodic operational audit. The contract performance system is divided into two key groups being office based management criteria (MPM’s) and field condition criteria (OPM’s). Management Performance Measures (MPM’s) are a set of performance criteria that reflect the Contractors ability to successfully manage the physical works contract.
