Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY The condition index is a measure of asset consumption of all surfacings on the network. This is a composite index calculated on the condition defects from RAMM rating, i.e. cracking, potholes etc. The index aims to reflect engineering practice in so far as the weightings of the various condition defects are based on an intuitive view as to their impact on pavement deterioration. Understanding needs to develop in interpretation of the index but the following categorisation is considered appropriate at this stage: CI Score Indicative Surface condition <=0 Excellent 0 - 5 Very Good 5 - 10 Fair 10 - 20 Poor 20 – 100 (max) Very Poor Condition Index Interpretation Table 6.1.3.4a Given the still relatively new experience of this indicator, it is recommended that interpretation focuses on the relative measure with previous years rather than an absolute measure. Surface Condition Index (2014 to 2014) Figure 6.1.3.4a The condition index is in the ‘good’ range although the comparison with previous years shows that the index is relatively stable however it is slowly getting worse. This indicator is currently used as a level of service performance measure, the target CI is for the total network is 6.5 1.6.1.4 Level of Service for Sealed Pavements Section 3 of this AMP discusses customer Levels of Service. The detailed list of technical levels of service are listed in the Marlborough Roads Safety Management System Manual. The following additional technical levels of service have been determined as being suitable as measurable indicators of compliance with the objectives for sealed roads.
