Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY Objectives Performance Measure Baseline Target Data Source road surface appropriate for the level of road usage Average roughness of all rural sealed roads 98 <100 Bi annual ‘full’ (NAASRA) Roughness Survey To provide a Transport Network is safe to use To provide a Transport network that enables economic, social, leisure and Smooth Travel Exposure – urban sealed roads Smooth Travel health, growth (%) ≥85% ≥84% Exposure To provide a Transport network where negative economic & environmental Smooth Travel Exposure – rural ≥92% ≥92% Smooth Travel impacts are minimised sealed roads (%) Exposure District Condition Index (CI) 5.8 6.5 NZTA Annual Report Levels of Service Table 6.1.4a In order to drive the appropriate performance the Performance Measures are linked into the ‘Outcome Performance Measures’ in the current network maintenance contract specifications. The maintenance contracts therefore contribute to the overall objectives. The OPM’s in the current maintenance contracts at the time of preparing this AMP are aligned to contribute to the performance measure levels of service. Any changes to these levels of service will need to be either a variation to an existing contract or be incorporated into the next contracts when they are prepared. 1.6.1.5 Growth and Demand The predicted growth and future demand discussed in Section 4 of this AMP have been further assessed as to their effect on the sealed road asset. A description of the likely effect is as follows: 1.6.1.5.1 6.1.5.1 Growth of the Sealed Road Network The size of the sealed network is increasing due to the net effect of ongoing seal extension and seal widening programmes and the addition of new roads resulting from subdivision development. The expected annual increase in the sealed network is shown in Table 6.1.5.1a. Expected Expected % Hierarchy Increase in Increase in Increase Description Reason for Growth Length Area of Total Comment (pa) (pa) Network by Area Total Expected increase in Rural Sealed Network per year 0.25% Total Expected increase in Urban Sealed Network per 0.3% year Total Expected increase in Sealed Network per year 0.55% Expected Growth of Sealed Network Table 6.1.5.1a 30 September 2014 Page 36 of Section 1
