Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY Average Roughness Generally the roughness of the network has remained relatively stable over the last 5 years. The following graph indicates the level of network roughness over the last 11years: Urban / Rural Roughness 2004 to 2014 Figure 6.1.3.1a The average roughness for the network is 104.5 for urban and 89.6 for rural. This indicator is currently used as a level of service performance measure, the target Average Roughness is 115 on Urban Sealed Roads and 100 on Rural Sealed Roads.
