Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY High Speed Data (as instructed) Other: Deflection, FWD, e.t.c (as instructed) Unsealed Roughness: ongoing as part of contractors auditing Table 13.2.5 Programme for Pavement Monitoring 1.13.2.6 Pavement Performance Monitoring As discussed in Section 6.1, Sealed Pavements, the following performance measures have been determined as being suitable as measurable indicators of compliance with the objectives for sealed roads. Performance Measure Baseline 2015/16 2016/17 2017/18 Data Source Target Target Target Average roughness of all urban sealed 110 <115 <115 <115 Bi annual “full” roads (NAASRA) Roughness Survey Average roughness of all rural sealed 98 <100 <100 <100 Bi annual “full” roads (NAASRA) Roughness Survey Smooth Travel Exposure on urban ≥85% ≥84% ≥84% ≥83% Smooth Travel sealed roads (%) Exposure Smooth Travel Exposure on rural ≥92% ≥92% ≥92% ≥92% Smooth Travel sealed roads (%) Exposure District Condition Index ≤6.5 6.1 6.2 6.3 NZTA Annual Report Table 13.2.6 Sealed Pavement Levels of Service The Performance Measures in the current maintenance contract at the time of preparing this plan are aligned to meet this current level of service. 1.13.3 Unsealed Road Performance Monitoring 1.13.3.1 Unsealed Road Roughness The monitoring and measurement of roughness is considered to be a cheap and reliable indicator of unsealed pavement performance. Where roughness is recorded in excess of a predetermined level, intervention by grading or by the addition of pavement metal depth may be indicated. The maintenance contract calls the Roughness to be measured by the use of AARB Roughness meters. The current specification calling for an average roughness not to exceed 200 NAASRA Counts over any 500 metre continuous length or 300 NAASRA Count over any 100 metre length appears satisfactory although this may change with the advent of the ONRC and final technical levels of service. It is intended the surveys be completed on a two monthly basis at appropriate times of the year in consideration of seasonal and weather conditions, and maintenance cycles. Performance Measure 2014/15 Data Source Target Average roughness of unsealed roads (NAASRA) <200 over any 500 metre section 2 monthly Roughness Peak roughness of unsealed roads (NAASRA) over sample Survey any 100 metre section <300 Table 13.3.1 Unsealed Pavement Levels of Service 1.13.4 Other Asset Component Performance Monitoring 1.13.4.1 Structural Assets Bridges, footbridges, retaining walls, wharves and jetties Optimised Replacement Cost is currently valued at $47.4m representing 9% of the total road asset value. 30 September 2014 Page 176 of Section 1
