Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.6.19 Management 1.6.19.1 Description The Management activity covers the cost of managing and administering the Regions roading network operations and assets. 1.6.19.2 Level of Service This service is currently contracted to the New Zealand Transport Agency (NZTA). As part of that agreement the NZTA maintain an office in Blenheim branded as Marlborough Roads. As part of the contracted service the NZTA provide the necessary engineers, technical staff and administration staff to manage the roading network operations and assets. Management of the network includes: maintenance of the assets; asset management planning and implementation; planning and construction of capital projects; road safety management; regulatory matters such as over-dimension and over-weight loads; regulated parking; and District Planning matters related to the road network. Marlborough Roads provides a shop front and a phone service for customer enquires during normal business hours. Communication systems are linked with Council to allow for the transfer of necessary information. An after-hours service is also required to be maintained by Marlborough Roads. Marlborough Roads does contract out some professional service work to assist them in managing the road network as discussed in Section 10: Delivery and Procurement. 1.6.19.3 Demand / Growth There is continuing demands placed on Council in managing the road network. Increased regulatory requirements in areas such as resource management planning, financial and systems auditing, and asset management have increased the general workload on existing staff. Increased customer expectations and encouragement to consult with Council is also increasing the demand on the management team. Council currently receives very good value from the arrangement with the NZTA. There is an intrinsic value to both the NZTA and Council in having a ‘one-stop shop’ for all roading activities in Marlborough. The 5 year contract was renewed for its second term in 2010. Council will continue to monitor and balance the cost of the service provided against the value provided to its customers. 1.6.19.4 Cost / Financial / FWP The costs for managing the road network operations and assets have grown over the last few years as the additional demands have been met. The financial Forward Works Programme attached at the end of this section covers the full costs of managing the network including the NZTA contract agreement and other professional service contracts sub-contracted by NZTA. 1.6.19.5 Issues and Risks Generally risks identified have been shared between the various contracted parties managing the road network including; NZTA; various professional service providers; and various physical works contractors. Each party have the risks identified in their contracts and maintain the appropriate systems and insurances necessary to protect Council. The greatest risk to Council is increasing regulatory compliance costs in managing the network, leading to increased financial costs in achieving a level of service the community expects and being able to respond to issues in a timely manner. 30 September 2014 Page 1 42 of Section 1
