Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.6.11 Street Furniture 1.6.11.1 Physical Description The street furniture asset includes facilities provided for the convenience of road users, particularly pedestrians in urban areas, and includes litter bins, seats, etc. A summary of the assets currently maintained by the MDC are as follows: Litter Bins (211) Seats (103) Cycle Stands (33) Bus Shelters (14) Fences (6) Other street furniture maintained includes; Bollards (Blen CBD) Threshold Gantries (Blen CBD) Fountain (Picton CBD) CCTV Cameras Information kiosks 1.6.11.2 Age and Current Condition The database of street furniture is currently incomplete although recently a significant level of data has been collected on litter bins, seats, cycle stands and fences. No data regarding the age or current condition is currently available. Proposed improvement to the street furniture database is: Develop a condition matrix for the assets assist with development of a renewal programme. A simple 1 to 5 grading system (1 = excellent, 5 = Very Poor) would be considered appropriate. 1.6.11.3 Level of Service The fundamental levels of service, expected by users, for street furniture are: i. That it is clean and tidy (regularly washed, emptied etc.); ii. That it is functional and safe (does its job without any risk to public safety); iii . That it is aesthetically pleasing (in context with general streetscape). The level of service for cleanliness is generally addressed under street cleaning and the regular cleaning is specified in the routine maintenance contracts. Detailed levels of service for functionality, safety and aesthetics are not currently specified. Currently maintenance and renewal of street furniture is predominately reactive to customer complaints. The development of a condition matrix, as suggested in 6.11.2, combined with regular inspections (annual inspection programme) are considered to provide the framework for development of level of service. A reactive maintenance regime for these items is considered appropriate in the interim. 1.6.11.4 Demand / Growth The following issues have potential to increase demand for street furniture both in numbers and levels of service: Population growth : The region’s population is expected to increase by 0.3% per year over the next 20 years (refer to section 4.3). There is a direct correlation between increasing population and the number of people using the CBD and pedestrians generally. Increasing tourist numbers: As discussed in Section 4 with a similar effect to population growth. Increasing Cycle Commuting: A key target of the GPS is to increase cycle commuting by around 1% per year, achievement of this target will potentially increase the demand for cycle stands and/or cycle storage facilities. No allowance has been made in the financial FWP to cover additional cycle stands. 30 September 2014 Page 112 of Section 1
