Marlborough District Council Roading Assets - Activity Management Plan 2015 - 2018 SECTION 1 EXECUTIVE SUMMARY 1.6.12 Street Lighting 1.6.12.1 Physical Description The Marlborough road network currently has 4759 street lights assigned to the street light asset register. The asset register identifies by owner, the lamp type by wattage to allow the energy company to charge for power on the un-metered system. The current asset is a broad mix of wattages, bulb types, supports and locations; all of which are historically fit for purpose. Included in the street light register are all pedestrian crossing beacons and crossing spotlights, crossing poles and half poles, and ground mounted lights in on-street garden subdivisions. The register does not include Christmas lights and rail crossing lights. Lamp types are upgraded during routine bulk bulb replacements to ensure that the trends in energy efficiency are being followed. Bulk bulb changes are scheduled to occur at the point in the life of the filament where mass failures can be expected or are already occurring. The street light system is controlled by Marlborough Lines and switched by light sensors. In the past the system has been manually controlled, particularly during energy crisis’s which required the Council to contribute to energy saving initiatives. Lamps at this time were manually switched off before dawn and switched on sometime after darkness fell. Some street light columns are showing signs of deterioration as they reach the end of their serviceable lives. The bulb asset is upgraded by a regime of bulk change or at failure and is in a constant operating condition. All elements of the street light infrastructure are the subject of electrical safety and pole structural inspections. Elements not electrically or structurally safe are immediately renewed. Overall the network operates in a very good condition. 1.6.12.3 Level of Service The level of service specified for new installations is contained in AS/NZS 1158 Lighting for roads and public spaces. The use of standard lamp wattages combined with designed lamp spacing and heights, allows the standard to be achieved with a controlled inventory of lamps and spares. Lighting coverage inside the older installation areas where earlier or no national standards might have existed is addressed by requiring a minimum number of lamps to be functioning.
